Abstract
From this point of view, the purpose of this research is the strategic planning of human capital of a military organization.
The present research is exploratory-applied with an inductive approach and case study strategy, complex mixed methodology, single-period time horizon, and techniques and processes using an expert panel. The statistical population of this research includes managers and technical experts (university professors), and in this regard, 40 academic experts and managers and human capital management experts of a military organization were organized in four working groups in a non-probable and judgmental manner. A qualitative method was used to collect data
The analysis shows that the internal factors have strengths (score 1.82) and weaknesses (score 0.75). Also, external factors are opportunities (score 1.7) and threats (score 0.69). Comparing factors of situation assessment matrix and strategic action, human capital management is in the position of offensive strategy. According to the opinions of the experts, four strategies were put on the agenda .
The basis of SWOT analysis in strategic management is to identify the environmental conditions and internal capabilities of the organization, and the appropriate strategy is selected based on the monitoring of strengths, weaknesses, opportunities and threats. Also, the compilation of transformational documents and the basic desires of organizations enables managers to identify the most suitable methods of fulfilling the mission and meeting the expectations of stakeholders and will help them to take steps towards the realization of the vision and achieve their goals with strategic planning.
