Problem Identification of the Realization of the General Policies of the System in the Governance Process of the Islamic Republic of Iran

Abstract

The General Policies of the System, stipulated in Article 110 of the Constitution, constitute a key duty and authority of the Supreme Leader and, as foundational upstream directives, play a role in steering governance in the Islamic Republic of Iran. Yet their effective realization has remained subject to scrutiny. Examining the barriers that impede execution within the state's governance processes can help translate these directives into practice and reduce policy drift. This study asks: What core issues hinder the realization of the General Policies of the System? It adopts an applied orientation. Data were collected through in-depth, semi-structured interviews with 12 experts on the General Policies and analyzed qualitatively. Thematic analysis was used, supported by NVivo 12. The analysis identified 245 meaning units, which were coded into 355 basic themes and 26 organizing themes, and ultimately consolidated into five global themes. Findings indicate five principal impediments: (1) insufficient coherence, coordination, and alignment of the policies with institutional and contextual realities; (2) weak accountability, commitment, and transparency among officials in implementing the policies; (3) limited participation of experts and knowledge networks in shaping discourse around the policies; (4) underdeveloped institutions for translating policy provisions into programs, budgets, and executable mechanisms; and (5) gaps in intelligent oversight of rule-making and implementation, including performance evaluation. Strengthening cross-level coordination, institutionalizing indicator-based accountability, expanding expert participation, and designing an integrated monitoring and evaluation system emerge as prerequisites for improving the realization of the General Policies. These steps enhance fidelity, effectiveness, and legitimacy of policy implementation.
