A Framework for Enhancing the Productivity of Mission-Based Organizations at the National Level

Abstract

Productivity in mission-oriented organizations refers to the organization’s ability to optimize resources in order to maximize public value creation while simultaneously fulfilling its core mission. Addressing productivity in such organizations presents unique challenges, as their primary outcomes—unlike commercial or economic organizations—are not typically reflected in financial indicators. Instead, these organizations are primarily responsible for delivering public value to society. This characteristic makes enhancing productivity in mission-oriented organizations a critical concern. The present study aims to develop a framework for enhancing the productivity of mission-based organizations at the national level. This research is applied-developmental in terms of purpose and data collection is through semi-structured interviews. This research was conducted using a systematic review alongside a qualitative study employing thematic analysis. Data analysis was facilitated through MAXQDA 2024 software. The study’s findings were validated using triangulation, theoretical sensitivity questionnaires, and expert focus groups. The findings were classified into 183 basic themes, 25 organizing themes, and 6 global themes, which include: the pillars of the productivity enhancement system (approaches, architecture, policymaking, analytics, strategic monitoring and control, tactical monitoring and control, technical monitoring and control); productivity levels (international, national, organizational, group, individual); influencing factors (facilitators, barriers); value chain (core activities, support activities); the productivity enhancement cycle (strategic objectives, analysis and assessment, agenda-setting, improvement planning, action and control); and the interactive outcomes framework (effectiveness-oriented, efficiency-oriented). The relationships among these components were then analyzed, culminating in the design of a framework for enhancing productivity.
