Educational centers and institutions seek to present their macro-educational orientations to domestic and foreign audiences by publishing directional documents. The purpose of this research is to prepare the directional documents for the education and training system of strategic managers in Iraq. After reviewing the theoretical bases, historiography and exploratory studies, the conceptual model of the research was developed and by conducting interviews (qualitative data) and completing the questionnaire (quantitative data) by research experts, the generalities of the strategic documents of the education and training system of managers and Requirements for the implementation of this system were identified. Then the research measurement tool was designed and it was provided to research experts to measure its validity, and the validity of the research tool was determined to be 93.7%. Also, the reliability of the research tool was determined as 0.904. In the following, the main research questionnaires were distributed and collected among the statistical sample (number of 59 people). Based on the findings of the research, the directional documents of the education and training system for strategic managers in Iraq include: vision, mission, macro goal and 9 policies, 7 strategies and 26 strategic actions, and there are 5 main requirements and mechanisms and 42 secondary requirements for the implementation of the system.
