مرور نظام مند مدل های تاب آوری خط مشی های جبران خدمات در سازمان های دولتی

چکیده

با توجه به افزایش چالش‌های محیطی، اجتماعی و اقتصادی، تاب‌آوری به‌عنوان یکی از مفاهیم کلیدی در طراحی و اجرای خط‌مشی‌های پایدار مطرح شده است. این پژوهش با رویکرد مرور نظام‌مند، به بررسی الگوها و مؤلفه‌های تاب‌آوری در خط‌مشی‌های جبران خدمات در سازمان‌های دولتی پرداخته است. درمجموع ۳۰ منبع علمی با استفاده از تحلیل مضمون مورد بررسی قرار گرفت. یافته‌ها نشان داد که سه دسته مضمون اصلی در این حوزه قابل‌شناسایی است: (۱) انواع تاب‌آوری خط‌مشی شامل تاب‌آوری ساختاری، فرایندی، رفتاری و چندلایه؛ (۲) راهبردهای تاب‌آوری نظیر تغییر مسیر، پاسخ سریع، تجزیه بحران و بسیج منابع و (۳) عوامل کلیدی توانمندساز شامل رهبری، فرهنگ سازمانی و نوآوری. نتایج بیانگر آن است که به‌کارگیری رویکردی چندبُعدی با تأکید ویژه بر جنبه‌های فرایندی و رفتاری می‌تواند سازگاری و کارآمدی خط‌مشی‌های جبران خدمات را به‌طور چشمگیری ارتقا دهد. این پژوهش، چارچوبی مفهومی برای ارتقای تاب‌آوری خط‌مشی‌ها ارائه می‌دهد.

چکیده [English]

In the face of increasing environmental, social, and economic challenges, resilience has become a fundamental concept in the design and implementation of sustainable public policies. This study conducts a systematic literature review to explore models and components of resilience in compensation policy within public sector organizations. A total of 30 academic and policy-based sources were analyzed through thematic analysis. The findings reveal three main thematic categories: (1) types of policy resilience, including structural, procedural, behavioral, and multilayered resilience; (2) resilience strategies, such as pathway shift, rapid response, crisis decomposition, and resource mobilization; and (3) key enablers for resilient policy design, encompassing leadership, organizational culture, and innovation. The results highlight that adopting a multidimensional approach to resilience—particularly emphasizing procedural and behavioral aspects—can significantly improve the adaptability and effectiveness of compensation policies. This study contributes a conceptual framework that can guide policymakers in enhancing resilience to ensure stability and responsiveness in times of crisis and systemic change.
