In order to accurately evaluate their performance across various dimensions, organizations require efficient and structured tools. Among these, Key Performance Indicators (KPIs) have emerged as vital instruments for monitoring operational effectiveness, supporting managerial decision-making, and aligning organizational goals with actual performance. Despite their growing significance in academic literature, evidence suggests that many organizations—particularly in critical industries such as oil refining—continue to face challenges in identifying and effectively implementing these indicators. This study aims to identify and prioritize KPIs in the Iranian oil refining industry, with a case study conducted at the Isfahan Oil Refining Company. A five-step hybrid methodology was employed, incorporating the Delphi method, the Decision-Making Trial and Evaluation Laboratory (DEMATEL), and the Ordinal Priority Approach (OPA). Initially, a systematic literature review was conducted to extract preliminary indicators. Subsequently, with expert participation and application of the Delphi technique, an initial screening was performed. In the third stage, causal relationships among the indicators were analyzed and visualized using DEMATEL. The fourth step involved the application of the Ordinal Priority Approach to determine the weights and rankings of the indicators. Finally, based on the findings, managerial and technical recommendations are provided. The results indicate that the ‘energy consumption intensity’ indicator holds the highest importance with a weight of 0.2135, followed by ‘operating profit margin’ with a weight of 0.2081, and ‘refinery complexity index’ with a weight of 0.2025. These indicators respectively reflect energy efficiency, operational profitability, and the refinery’s technical–process capacity, playing a decisive role in achieving strategic objectives
