In many countries, public service has always been considered a military and security requirement, while its scientific and technological capacities, especially in the face of new developments in the field of security and technology, have received less attention. In a situation where the development of advanced technologies is considered a major component of defense and deterrence power, utilizing the capacity of scientific elites during military service can become an effective tool for strengthening the country's defense innovation ecosystem. This article aims to identify and explain the scientific and technological functions of public service in the armed forces of the Islamic Republic of Iran. The current research was conducted with a qualitative approach and an applied purpose and used a descriptive-analytical method. Data were collected through documentary studies and semi-structured interviews with 20 officials of military scientific and research centers, science and technology policy experts, and elite soldiers who were selected through purposive sampling. Data analysis was conducted using thematic analysis and comparative analysis. In order to assess the validity of the research, content validity was assessed by experts. Also, to examine the reliability of the data, retesting of interviews among a subset of participants was used. The validity of the findings was also strengthened by using triangulation of data sources and participatory review. Based on the findings, eight main themes were identified as the scientific and technological macro-functions of the service period, which include: "needs assessment and environmental analysis", "knowledge and technology production", "storage and management of knowledge bases", "dissemination of findings and generalization of knowledge", "knowledge exchange and transfer", "discourse formation and promotion of innovation culture", "institutionalization and creation of innovation centers" and "application of knowledge". These themes include 50 sub-themes and more than 160 implementation examples, which indicate the high capacity of elite soldiers to play a role in the country's science, technology, and innovation chain. The research findings show that the scientific and technological processes of soldiers in the armed forces not only have the ability to respond to technological challenges, but can also create value at the defense and even national levels by going from the stage of identifying needs to the commercialization of ideas. The findings confirm that the human capital of the service period can become the driving force of defense knowledge-based development with appropriate structuring.
