الگوی سه‌مرحله‌ای تنظیم اعتماد: چارچوبی نظری برای تاب‌آوری اجتماعی در برابر جنگ شناختی

چکیده

در سال‌های اخیر، جنگ شناختی به‌عنوان یکی از تهدیدات نوظهور علیه انسجام اجتماعی و پایداری نهادهای دموکراتیک مورد توجه قرار گرفته است. این پژوهش با رویکرد کیفی و تحلیل محتوای نظام‌مند، به بررسی نقش اعتماد عمومی در تقویت تاب‌آوری اجتماعی پرداخته و بر معرفی الگوی سه‌مرحله‌ای تنظیم اعتماد به‌عنوان چارچوبی نظری تمرکز دارد. داده‌ها از طریق مرور منابع پژوهشی و اسناد راهبردی منتشرشده در فاصله سال‌های ۱۹۹۰ تا ۲۰۲۴ گردآوری شدند. یافته‌ها نشان می‌دهد که جنگ شناختی با بهره‌گیری از عملیات روانی و انتشار اطلاعات نادرست، اعتماد اجتماعی، سیاسی و سازمانی را تضعیف کرده و سرمایه اجتماعی را کاهش می‌دهد. در مقابل، اعتماد تنظیم‌شده که حاصل مداخلات هدفمند در چرخه ساخت، مدیریت و اصلاح اعتماد است، می‌تواند به بازسازی اعتماد آسیب‌دیده و ارتقای تاب‌آوری اجتماعی منجر شود. درنهایت، الگوی سه‌مرحله‌ای تنظیم اعتماد به‌عنوان ابزاری مداخله‌گرایانه برای سیاست‌گذاران پیشنهاد می‌شود که توانایی افزایش مقاومت جامعه در برابر تهدیدات شناختی و تضمین پایداری اجتماعی را دارد.

چکیده [English]

In recent years, cognitive warfare has emerged as a serious threat to social cohesion and the stability of democratic institutions. This study aims to examine the critical role of developing social resilience, with a particular focus on public trust, in countering the challenges posed by cognitive warfare. Employing a qualitative approach and systematic content analysis, data were collected through a review of research literature and strategic documents published between 1990 and 2024. Findings indicate that cognitive warfare, through psychological operations and the dissemination of misinformation, undermines trust at social, political, and organizational levels, thereby weakening social capital. In contrast, regulated trust—resulting from targeted interventions in the cycle of building, managing, and revising trust—contributes to the restoration of damaged trust and the strengthening of social resilience. Ultimately, the proposed three-stage trust regulation model is introduced as an intervention-oriented tool for policymakers, enhancing societal resistance to cognitive threats and ensuring social sustainability.
