In today's competitive world, organizations are constantly in need of performance improvement and must make every effort to achieve performance excellence. In the current situation, the vacuum of the performance management system has become the biggest challenge for organizations. In recent years, various models and patterns have been proposed for measuring and managing the performance of organizations, each of which examines a specific aspect of an organization's performance and often fails to play its role due to lack of comprehensiveness. Therefore, it is necessary to design a comprehensive model that can capture all dimensions, components, and indicators of organizational performance management. Therefore, the main issue of the present study is which is the appropriate comprehensive model for organizational performance management? This study has analyzed the themes of 34 performance management models using a qualitative method and thematic analysis strategy and using the maxqda qualitative analysis software, which has resulted in extracting and presenting 37 basic themes, 11 organizing and 3 comprehensive. Finally, by indexing and conceptualizing, and drawing and discovering the connections between concepts, a new theoretical model has been extracted and presented in three dimensions: performance planning and planning (performance agreement), performance empowerment and capacity building, and performance measurement and evaluation.
