شناسایی و اولویت‌بندی رانه‌های راهبرد هم‌رقابتی در بخش سلامت ایران: رویکرد آمیخته تحلیل مضمون و OPA

چکیده

علی‌رغم مزایای متعددی که هم‌رقابتی دارد، رانه‌ها و انگیزاننده‌های آن در بخش‌ها و صنایع مختلف متفاوت هستند. عدم شناخت کافی از این رانه‌ها می‌تواند منجر به طراحی و اجرای ناقص یا ناکارآمد استراتژی‌های هم‌رقابتی شود. از این رو پژوهش حاضر با هدف شناسایی و اولویت‌بندی رانه‌ها و رانه‌های هم‌رقابتی در بخش سلامت انجام شد. این پژوهش با رویکرد ترکیبی و شامل دو مرحله است. در مرحله اول (رویکرد کیفی) با استفاده از روش تحلیل مضمون و از طریق مصاحبه به شناسایی رانه‌های هم‌رقابتی در بخش سلامت پرداخته شد. در مرحله دوم (رویکرد کمی) و به‌منظور رتبه‌بندی رانه‌ها، از روش تصمیم‌گیری چند معیاره‌ی رویکرد اولویت ترتیبی (OPA) استفاده شد. جامعه آماری هر دو مرحله پژوهش، خبرگان بخش بهداشت و درمان شهرستان‌های کاشان و آران-بیدگل بودند که به روش هدفمند انتخاب شدند. حجم نمونه در مرحله اول 14 نفر و در مرحله دوم 15 نفر بود. در مرحله اول از طریق مصاحبه با خبرگان بخش سلامت، 53 رانه شناسایی گردید که در قالب 12 مضمون «شرایط سیاسی و اقتصادی»، «مزایای سازمانی»، «رفع کمبودها»، «فشارهای رقابتی»، «مزایای بیمار»، «فشارهای خدمت‌دهی»، «عدم اطمینان محیطی»، «نیاز به مدیریت موجودی»، «مزایای رقابتی»، «مشکلات مالی»، «فشارهای مرتبط با موارد خاص» و «اخلاق پزشکی» گروه‌بندی گردید. نتایج حاصل از رتبه‌بندی رانه‌ها نشان داد رانه‌های «شرایط سیاسی و اقتصادی»، «رفع کمبودها»، «نیاز به مدیریت موجودی» و «مشکلات مالی» به ترتیب رتبه‌های 1 تا 4 را در بین 12 رانه‌ها دارند و با اهمیت‌ترین رانه‌ها هستند. نتایج این تحقیق به شناسایی 53 رانه اصلی هم‌رقابتی و اولویت‌بندی آن‌ها در بخش سلامت منجر شد. با توجه به نتایج تحقیق پیشنهاد می‌گردد جلسات توجیهی بین رقبا به‌منظور شناخت قابلیت‌های یکدیگر و مزایای که هم‌رقابتی می‌تواند برای آن‌ها ایجاد کند برگزار شود. همچنین ارتقاء آگاهی مشتریان (بیماران)، بررسی زنجیره خدمات موجود و قابل‌ارائه هر منطقه و شناسایی خلأهای موجود در آن پیشنهاد می‌گردد.

Despite the numerous advantages of coopetition, its drivers and motivations vary across different sectors and industries. Insufficient understanding of these drivers can lead to the flawed or inefficient design and implementation of coopetition strategies. Therefore, the present study was conducted with the aim of identifying and prioritizing the drivers and motivations for coopetition in the health sector. This research employed a mixed-methods approach and consisted of two stages. In the first stage (qualitative approach), using thematic analysis and through interviews, coopetition drivers in the health sector were identified. In the second stage (quantitative approach), to rank the drivers, the multi-criteria decision-making method of the Ordinal Priority Approach (OPA) was used. The statistical population for both stages of the research consisted of experts from the health and treatment sector in Kashan and Aran-Bidgol counties, who were selected through purposive sampling. The sample size was 14 individuals in the first stage and 15 individuals in the second stage. In the first stage, through interviews with health sector experts, 53 drivers were identified, which were grouped into 12 themes: "Political and Economic Conditions," "Organizational Advantages," "Addressing Shortages," "Competitive Pressures," "Patient Advantages," "Service Provision Pressures," "Environmental Uncertainty," "Need for Inventory Management," "Competitive Advantages," "Financial Problems," "Pressures Related to Specific Cases," and "Medical Ethics”. The results of ranking the drivers showed that the drivers "Political and Economic Conditions," "Addressing Shortages," "Need for Inventory Management," and "Financial Problems" hold ranks 1 to 4 among the 12 drivers, respectively, and are the most important drivers. The results of this research led to the identification of 53 main coopetition drivers and their prioritization in the health sector. Based on the findings, it is suggested that orientation sessions be held between competitors to understand each other's capabilities and the benefits that coopetition can create for them.
