Background and Objective: In recent decades, rapid economic developments and frequent exchange rate fluctuations have posed increasing challenges to countries’ foreign exchange policy frameworks. In this context, organizational intelligence, as an innovative approach, plays a pivotal role in strategic decision-making and mitigating challenges related to the repatriation of export earnings. The present study aims to design an organizational intelligence model with strategic orientation to manage challenges associated with export currency repatriation.
Research Methodology: This research is applied in terms of its objective and qualitative in terms of its approach. In the final analysis stage, quantitative methods were used as a supplementary tool for weighing and prioritizing the indicators. Sandelowski and Barroso’s (2007) seven-step meta-synthesis method, based on scientific articles and reports published between 2008 and 2025. In the quantitative phase, Shannon entropy and the TOPSIS technique were applied to weight and prioritize the components. The validity of the findings was confirmed through the evaluation of five experts, and reliability was ensured by calculating the inter-coder agreement percentage.
Main Findings: Data analysis yielded 10 dimensions, 13 concepts, and 55 codes. The extracted codes were weighted using the Shannon entropy technique, with a total score of 0.98 indicating a balanced distribution of indicators. Subsequently, the components were ranked using the TOPSIS approach.
Conclusions: The innovation of this study lies in the conceptual and practical integration of organizational intelligence and strategic orientation in managing the repatriation of export revenues, transforming them into a unified decision-making framework. In this model, organizational intelligence, combined with strategic orientation, serves as the main driver for designing, implementing, and monitoring effective monetary policies. This novel integration enhances decision-making quality, increases transparency in financial flows, and strengthens institutional coordination, providing a practical tool for managers and policymakers to guide export revenues through legal channels.
