As a primary driver of economic dynamism, investment plays a vital role in fostering regional growth and development. The present study aims to identify and prioritize strategies for investment development in Hormozgan Province. In terms of purpose, the study is applied; in terms of approach, it adopts a mixed methods design; and in terms of methodology, it follows a descriptive–survey research design. The study population comprised executive managers at the provincial and municipal levels as well as experts in the field of investment, including university faculty members, consultants, analysts, and researchers. Using purposive (judgmental) sampling, 15 experts were selected as the final sample. Data were collected through a literature review, semi structured interviews, and a researcher developed questionnaire. The fuzzy Delphi technique and the analytic hierarchy process (AHP) were employed to validate and prioritize the identified strategies. The findings indicate that the most important strategies for investment development include restructuring and upgrading managerial structures to facilitate the flow of investment; continuously improving institutional and economic performance to strengthen investor confidence; designing an efficient investment environment and supportive mechanisms for investors; leveraging emerging technologies and expanding digital infrastructure to promote investment; and strengthening and developing macro and logistical infrastructures to enhance the overall efficiency of investment activities.
