The present study was conducted with the aim of identifying and ranking the actors influencing future developments in the human capital environments of the Armed Forces. In terms of purpose, this research is classified as an applied–developmental study, and in terms of approach, it adopts a mixed-methods design. To carry out the study, 11 participants in the qualitative phase and 41 participants in the quantitative phase were selected through purposive sampling from among experts, specialists, and senior practitioners in human capital within the Armed Forces (holding at least a master’s degree and a minimum of five years of managerial experience). To collect the information required for developing the literature review and background of the study, library research was conducted using a note-taking (indexing) tool. For gathering the empirical data needed for the research, field studies were employed using expert panel sessions and a closed-ended questionnaire. The expert panel sessions continued until theoretical saturation was reached (13 sessions). The questionnaire items were validated by subject-matter experts in terms of both face and content validity to ensure clarity, lack of ambiguity, and adequacy in quantity and quality. The reliability coefficient (Cronbach’s alpha) was calculated using SPSS software (α = 0.815), indicating acceptable reliability of the questionnaire. For the analysis of quantitative data collected from the questionnaires, descriptive statistics were used, and the Friedman test was applied to rank the importance of the actors. Based on the findings, influential actors were identified and ranked at two levels: internal (core and affiliated) and external (governmental, non-governmental, regional, and international). Finally, proposed policy and managerial recommendations were presented.
