Read More With the increase in natural disasters, various societies are constantly seeking to discover and invent solutions to control or minimize the damage caused by unexpected events and natural disasters and, in fact, manage crises. In the meantime, Iran is considered one of the high-risk countries in the world and, according to global studies, is among the 10 most disaster-prone countries in the world and the fourth country in Asia. Since the country is located on several active faults, it regularly experiences earthquakes of various intensities. Also, due to its climatic and geographical diversity, it is prone to large and devastating floods, especially during the rainy seasons. With such conditions prevailing, the use of people's capacities becomes more necessary than anything else in the country's crisis management. However, the realization of this participation faces numerous obstacles and challenges. Therefore, the question is: what is the model of people's crisis management in the Islamic Republic? In terms of purpose, the research is among applied research and in terms of data collection method, it is a case study that has analyzed the experiences of middle-level people's management in the Khoy earthquake in West Azerbaijan, the Sistan and Baluchestan flood, and the Aleppo earthquake in Syria. The experiences of the presence and activity of middle-level people in disaster and crisis management in the territorial and extraterritorial territory of the Islamic Republic with the fieldwork of the "Forsat" complex indicate their role in four parts or stages: pre-crisis, crisis onset, during the crisis, and post-crisis, which has resulted in results such as "creating a database", "saving time in identifying the field situation", "optimal use of facilities", "laying the groundwork and facilitating the role-playing of people (elements and groups)", "forming a completely popular transportation fleet", "decision-making in the context of intelligence" and also "reducing errors in crisis management decisions"
