Read More Due to the variability of conditions, rapid changes in the use of technologies and the dynamics of the environment, and the difficulty of planning and decision-making at the strategic and operational levels, government organizations need to acquire smartness and the ability to make intelligent decisions in order to be agile and respond quickly to developments and solve complex problems and reduce uncertainty. Adaptation to the environment. Smartness helps organizations learn how to respond to environmental changes and use knowledge-based strategies to deal with uncertainty. In this regard, due to the limitation of resources and literature related to the subject under study at the country level and the lack of a clear and practical conceptual model for the smartening of government organizations, the current study aims to conceptualize smart organizations and achieve a conceptual model to explain the concepts and theoretical framework of smartening the organization. In the public sector of Iran, and responding to the knowledge needs of managers, it was carried out regarding the development of a roadmap for future studies and policy making in the field of intelligentizing the forces. To conduct the current study, a meta-composite qualitative method was used. Based on the results, contextual and environmental factors of smartness with six components (development of intellectual and knowledge capital, smartness resources, smart leadership capabilities, smart human capital development and smart work organizational culture), intervening governance factors with two components (security policies and national cyber defense and technological policies and the knowledge-based economy of the government), strategies of smartness with five components (ability of automatic evolution of the smart workplace, enabling technological capacity, social intelligence, active learning and continuous innovation) and consequences of smartness with three components (sustainable progress, improvement of productivity and competitiveness) extraction became.

Read More What organizational people know is far more important than what organizations consider to be tangible assets; Because it is in the shadow of individuals' intellectual capital that material capital is created for organizations and organizations achieve their goals; Managers are required to maintain knowledge in the organization for the survival of their collection, because knowledge and skills are created in each person of the organization and can not be reproduced quickly, and maintaining the knowledge of these employees is possible through strategic knowledge management.The present study provides an appropriate model for strategic knowledge management in mission-oriented organizations. This research is a type of mixed exploratory research in terms of applied purpose and in terms of data collection. In this study, while interviewing professors and related experts about the factors affecting strategic knowledge management, using a pair of matrices of the most important factors affecting strategic knowledge management in mission-oriented organizations and using these factors The statements, speeches, meetings and notes of the Supreme Leader (Modzaleh Al-Aali) were recorded. Then, with the help of the foundation data method in Islamic studies and using MAXQDA software, the existing files were coded. Then, the initial conceptual model of strategic knowledge management was prepared, which was modified and finalized with the opinion of 4 subject experts. In a small part of the research, with the help of structural equations and partial least squares method and using SMARTPLS software, the final model with appropriate fit was finally approved. In a small part, the general population is 290 people and in the specific community (to determine the optimal amount of structures) there are 4 people who are familiar with the subject, so the sampling method is judgmental and cluster.The results of quantitative research data with the help of gap analysis and center of gravity of forces in the model framework showed that although the foundation of organizational structure and higher education system are relatively improving, but at the level of mission-oriented organizations sufficient attention to the system There is no excellence of thought and with the unfavorable condition of the hidden repository of experience, the valuable capital of the organization's knowledge is being lost without attention. Therefore, considering the ideal atmosphere of the value-oriented way of life, with the threatening situation of the problem-oriented system, despite the efforts in the proper refinement of the knowledge repository; The final result of strategies at the level of promoting indigenous identity and enhancing the capability of indigenous knowledge can not overcome the desired desirability.

Since the Iranian legislation system has not foreseen any specific mechanism for determining the punishment of imprisonment, either in the legislative or in the judicial stage; unfortunately, such punishment has been used excessively in most crimes in Iran's legal system. While in order to avoid the excessive use of imprisonment, considering the individual characteristics of the accused in determining the punishment and the need to pay attention to the rule of proportionality in determining the punishment, the principle of using imprisonment in crimes that require a justifiable reason. The purpose of this research is to use certain criteria in determining the prison sentence with the benefit of a comparative study in English law.Research method: The present research is written based on descriptive and analytical method and based on documents and library sources. In this regard, the obtained information is analyzed with scientific and practical goals.Findings: In Iranian law, the principle of determining the minimum prison sentence is accepted as one of the basic principles in the Islamic Penal Code approved in 2012 (1392); while in English law, instead of determining this principle, there are criteria for applying imprisonment. The criteria for determining prison sentences in English law at the legislative stage include the necessity of using prison sentences for serious crimes combined with considerations of the need to protect the public, and at the judicial stage, it also includes the principle of using the aforementioned punishment for dangerous criminals. Read More General military readiness is one of the most important military requirements of any country that is considered by governments and is raised in macro policies. This issue has been considered one of the most important concerns of the country's military forces due to its audience in various historical periods of the Islamic society of Iran. For this reason, addressing the theoretical dimension of the issue and creating the necessary ideological background in different strata is an important principle that justifies the necessity of research in this field. With the formation of the Islamic government in the country, research on general military readiness in authentic Islamic sources and dynamic Shiite jurisprudence as an ideological and ideological support for convincing different strata of the people of Islamic Iran is an undeniable principle that has been considered by competent military authorities. The purpose of this research is to examine and analyze the views of early jurists and the opinions of great religious authorities on the necessity of general military readiness. The most important issue facing the research is whether universal military readiness is necessary and obligatory from the perspective of jurists and religious authorities. In the current research, which is organized in a descriptive-analytical method, a jurisprudential study has been conducted on universal military readiness. In addition to identifying the jurisprudential perspective, the views of Imam Khomeini on the research issue were collected and a questionnaire was compiled. The expert opinions of three of the current great religious authorities were also received and mentioned in the research findings, and their opinions were also examined based on their written works. In Twelver Shiite jurisprudence, universal military readiness has been proposed as a necessity, and the opinions of jurists and religious authorities also indicate the necessity of this matter.
